Before you add a keypad, electric strike or intercom to a [Brewster](https://portillo-fences.com/brewster-ny/) gate, send the equipment details to the permit office that covers your lot. Village Code §103-4(A) requires a building permit for work that must conform to the Uniform Code or Energy Code, and Town of Southeast Code §54-8 requires a valid permit before a building or major equipment feature is altered. Neither creates a blanket exemption for low-voltage [access control](https://portillo-fences.com/access-control/).

Which office to call depends on your property line, and what you ask them depends on whether the gate crosses a fire access road.

A keypad and intercom station are the visible part; the power supply, wiring and operator interface behind them are what the permit office reviews.

## Key Takeaways

Two permit offices

the Village Code Enforcement Officer at 50 Main Street and the Town of Southeast Building Department at 1 Main Street

The 120-volt feed is still electrical work

a transformer, power supply or gate operator on a 120-volt feed is covered by the electrical code

Fire access gates need approval

a security gate across a fire apparatus access road must be approved by the fire code official (Fire Code §503.6)

Operators carry UL 325

electric gate operators must be listed to UL 325 and automatic gates comply with ASTM F2200

Audio is the legal pressure point

an intercom microphone raises New York eavesdropping questions that a silent camera does not

## Permits and who inspects

Inside the Village of [Brewster](https://portillo-fences.com/brewster-ny/), the Code Enforcement Officer receives, reviews and approves building permit applications and conducts inspections under §103-3(A). The office is at Village Hall, 50 Main Street, Brewster, NY 10509, phone 845-279-3760, Monday through Thursday from 8:00 a.m. to 5:30 p.m., closed Friday. Outside the village, including Brewster Hill, Dykemans and Deans Corners, the Town of Southeast Building and Fire Prevention Department handles the work through the Building Inspector, at 1 Main Street, phone 845-279-2123, Monday through Friday from 9:00 a.m. to 4:30 p.m., with permit applications accepted from 9:00 a.m. to 4:00 p.m. The Brewster mailing address alone does not tell you which applies.

Village Code §103-5(A) requires covered work to stay accessible and exposed until inspected and accepted, and §103-5(B)(5) includes building systems, with underground and rough-in work, among the inspections.

For low-voltage wiring, the relevant electrical code provision is NEC Article 725, which covers Class 1, 2 and 3 remote-control, signaling and power-limited circuits. The supply side of a transformer or power supply is not treated like the low-voltage load, and a 120-volt feed to a transformer, power supply or gate operator remains electrical work under the applicable code and local inspection.

New York has no single statewide license for every kind of electrical work. The Department of State licenses electricians who install security and fire-alarm systems through its Division of Licensing Services. Before work starts, send the equipment description, the voltage, the power source and the lock type to the permit office, and ask whether your installer must hold a local license or use a licensed security or fire-alarm electrician.

## Fire access, egress and key boxes

The 2025 Fire Code of New York State, §503.6, says the installation of security [gates](https://portillo-fences.com/gates/) across a fire apparatus access road is approved by the fire code official. These gates must have an approved emergency-operation method and stay operational. Electric gate operators must be listed to UL 325, and [automatic gates](https://portillo-fences.com/automatic-gates/) must comply with ASTM F2200. Section 503.2.1 requires fire apparatus access roads to be at least 20 feet wide with 13 feet 6 inches of vertical clearance. A residential driveway gate across such a road can still fall under §503.6. The [Brewster](https://portillo-fences.com/brewster-ny/)\-Southeast Joint Fire District, formed by joint resolution of the Village and Town on September 1, 1966, serves both the village and the town.

Section 506.1 lets the fire code official require an approved key box, listed to UL 1037, where access is restricted or immediate access is needed, and §506.1.1 allows an approved lock on gates where the official requires one.

Egress rules for electrically locked doors in the 2025 Building Code apply to commercial and other regulated occupancies. A door release under §1010.2.10 must operate obviously with one hand, interrupt power directly to release the lock, release on loss of power, and use a lock listed to UL 294 or UL 1034. Sensor release under §1010.2.11 needs a manual "PUSH TO EXIT" device 40 to 48 inches above the floor and within 5 feet of the door, and releases on power loss and on fire alarm, sprinkler or detection activation. One- and two-family dwellings are governed mainly by the residential code. A commercial or multifamily entrance may also need fire-alarm release, panic hardware and fire-official review.

Rough-in and underground wiring must stay exposed until the Village inspects it under §103-5.

## What the gear does

Manufacturer specifications:

- **FAAC 868SLH radio keypad:** 868.35 MHz, 9-volt alkaline battery, IP54, three PIN-protected commands plus one direct command
- **LiftMaster KPW250 wireless keypad:** 250 permanent PINs and 10 temporary PINs, one gate or door per keypad, rated -4°F to 140°F, 9-volt lithium battery, compatible with LiftMaster UL 325 gate operators with burgundy control boards
- **LiftMaster RSW12UL residential swing operator:** up to 50 Security+ 2.0 remotes or KPW250 keypads and two keyless entries
- **LiftMaster CAP2D controller:** 26-, 30- and 37-bit Wiegand readers and RFID readers, up to two gates or doors; the **CAPAC** controls up to four over Ethernet, Wi-Fi or cellular, and LiftMaster says its Smart Access solutions need a monthly myQ Community subscription

The wireless keypads do not run a cable to the operator. For a wired reader or intercom, specify the exact operator, receiver, reader and cable path, then use that product combination's installation manual.

On the [DoorBird](https://portillo-fences.com/doorbird-systems/) side, the current integrations page lists DoorBird Connect options for Accentra, Kisi, Sirix, VingCard Essence, Crestron and a LiftMaster and Chamberlain myQ app launch, plus built-in SIP support and an I/O Door Controller for an additional lock, garage opener or gate opener. DoorBird Connect itself comes free with every DoorBird IP Video Door Station. The integration list changes over time, so confirm the exact DoorBird model and the operator or lock maker's current compatibility documentation before ordering. Our [DoorBird systems](https://portillo-fences.com/doorbird-systems/) page has the details.

![A gate operator cabinet open with a receiver, a power supply and a relay board labeled for the keypad](https://portillo-fences.com/images/blog/access-control-brewster-ny/operator-cabinet.jpg)

The keypad talks to the operator through a receiver or relay, which is why the exact model pairing matters.

## Recording and the law

New York Penal Law §250.05 makes eavesdropping a class E felony, and §250.00 defines mechanical overhearing as intentionally overhearing or recording a conversation without the consent of at least one party present, subject to listed exceptions. A silent camera aimed at an exterior entry is a different question, and the law does not prohibit every visible camera or video doorbell. An intercom microphone is where the risk sits. Under §250.45 it is also unlawful to install an imaging device to surreptitiously view or record a person dressing, intimate parts or specified private areas. Aim cameras and microphones away from places where people expect privacy, and do not record conversations where no one in the conversation has consented.

## What access control costs

## Published access control prices, by source and scope

Price: $1,200 to $2,500 installed

Detail: Keypad or reader; hardware and labor not separated

Tap a row to open it.

![A finished driveway entrance with a stone pillar keypad, a closed double gate and a camera above the intercom](https://portillo-fences.com/images/blog/access-control-brewster-ny/finished-entrance.jpg)

The Hudson Valley contractor figure describes a long-range RFID reader reading from 15 to 25 feet, and a 600-foot cable run as a possible condition.

Recurring fees are separate. DoorBird Cloud Recording Pro records unlimited doorbell and motion events at 720p with a 7-day recording period and needs 0.5 Mbps of upload bandwidth per station. It is sold as a one-year license, so confirm the current price in the DoorBird app or purchase page. LiftMaster lists myQ video-monitoring plans starting at $3.99 per month with a 30-day free trial, and its Smart Access price varies by number of access points, app licenses and video storage, so ask a dealer for the subscription amount. Ask for hardware, wiring, power supply, lock or operator interface, programming and labor as separate lines.

## Frequently Asked Questions

**Q: Do I need a permit for a gate keypad?** A: Send the equipment, voltage, power source and lock type to the Village Code Enforcement Officer or the Southeast Building Inspector before work begins. Neither code creates a blanket low-voltage exemption.

**Q: Does my driveway gate need fire department approval?** A: If it crosses a fire apparatus access road, Fire Code §503.6 requires the fire code official's approval and an approved emergency-operation method.

**Q: Can my intercom record audio?** A: New York treats recording a conversation without consent as eavesdropping under Penal Law §250.05. Audio is more sensitive than exterior video, so avoid recording conversations unless someone in the conversation has consented.

**Q: Is the DoorBird Cloud Recording subscription required?** A: Cloud Recording Pro is an optional one-year license. DoorBird Connect comes with the door station.

**Q: Who installs the wiring?** A: Ask the permit office whether the installer must hold a local license or be a licensed security or fire-alarm electrician. The 120-volt feed to a power supply or operator is electrical work in either case.
