A custom ornamental iron or steel fence in [Brewster](https://portillo-fences.com/brewster-ny/) follows the same height and permit rules as any other fence. Inside the Village of Brewster the limit is 4 feet in the front yard and 6 feet in the rear. In the Town of Southeast it is 3 feet along a lot line and 6 feet behind the required front yard, and a fence over 6 feet can reach 10 feet only when it is set back from the lot line by two-thirds of the required setback (Town Code §138-27(C)).

What is different about custom work is everything after the permit: the drawings, the footings for heavy posts, the wind, the finish and a price that cannot be read off a per-foot chart.

![A hand-drawn elevation of an ornamental iron fence with scrolled panels laid beside a tape measure on a work table](https://portillo-fences.com/images/blog/custom-fencing-brewster-ny/design-drawing.jpg)

A Town of Southeast fence application needs elevation and plan drawings to scale, so the design drawing is part of the permit.

## Key Takeaways

Two permit offices

the Village Office of Code Enforcement at 50 Main Street and the Town of Southeast Building Department at 1 Main Street

Residential fences skip design review in the Town

residential fences and stone walls in residential districts are exempt from Architectural Review Board review (§138-102(C))

Drawings are part of the file

the Town asks for scaled elevation and plan drawings; the Village asks for a sketch over $10,000

Custom work is priced by design

a per-foot guide figure is a starting point, not a custom price

Finish is a corrosion decision

hot-dip galvanizing under ASTM A123/A123M, with or without powder coat on top

## Which office and which review

The address controls. A property inside the Village of [Brewster](https://portillo-fences.com/brewster-ny/) goes to the Village Office of Code Enforcement, 50 Main Street, Brewster, NY 10509, phone 845-279-3760, open Monday through Thursday from 8:00 a.m. to 5:30 p.m. and closed Friday. A Brewster mailing address outside the village, including Brewster Hill, Dykemans and Deans Corners, goes to the Town of Southeast Building Department, 1 Main Street, phone 845-279-2123, Monday through Friday from 9:00 a.m. to 4:30 p.m., with permit applications accepted until 4:00 p.m.

Town Code §138-101(A) requires a permit from the Building Inspector before any fence or [stone wall](https://portillo-fences.com/stone-walls/) is erected, altered or relocated. A [residential fence](https://portillo-fences.com/residential-fencing/) on a residential property in a residential zoning district is exempt from Architectural Review Board review under §138-102(C). A commercial property or nonresidential use requires that review (§138-101(C)), and the ARB chapter covers addition or replacement of fences and stone walls on commercial properties when the Building Inspector estimates the cost above $5,000. Submissions list [fencing](https://portillo-fences.com/fencing/) materials, colors and style, and the board may ask for a three-dimensional sketch or rendering.

Inside the village, the code carries zoning and site-plan controls. If your parcel has a landmark, site-plan or other approval condition, ask the Village Office of Code Enforcement about it before you order.

## Fees, drawings and engineering

The Village fee schedule lists fences and walls over 36 inches high at a $100.00 permit fee plus a $100.00 Certificate of Occupancy/Compliance. The posted schedule is dated April 4, 2019, while the Village forms page lists a revised schedule effective September 16, 2026, so confirm the current fee before you quote it. The Village permit application asks for the tax map number, contractor license number and description of the work, liability and workers' compensation certificates, owner consent where it applies, and a property site survey for fences under $10,000. For work over $10,000 it asks for a sketch drawing and the stamp and seal of a licensed design professional.

In the Town, the 2026 fee schedule has no separate fence line, so ask what applies. It does list a $55 Certificate of Occupancy and Compliance, a $100 fee for changes to approved plans and a $75 re-inspection or no-show fee. The Town application asks for scaled elevation and plan drawings and a description of the fence's location and appearance.

Neither municipality's fence rules automatically require engineered drawings because a fence is ornamental, tall or made of unusual material. The Building Inspector can ask for structural plans or a stamped drawing when one is warranted. Ask which inspection is required before excavation, before concrete is placed and at completion.

![Four heavy steel gate posts standing in drilled footing holes on a rocky slope before concrete is placed](https://portillo-fences.com/images/blog/custom-fencing-brewster-ny/heavy-post-footings.jpg)

Heavy posts, piers and gate footings all need a depth confirmed with the Building Inspector before the concrete goes in.

## Footings, rock and wind

The residential code leaves the minimum footing depth below finished grade for the local jurisdiction to enter in Table R301.2(1), so ask the Village or Town for the figure before you dig heavy posts, piers or gate footings. Where the frost line requires deeper footings than the standard figure, the frost-line depth governs (Table R301.2(1), footnote b). Soil maps can flag rock outcrop and stony ground, but a soil map alone does not set the footing design. Have the footing locations probed on site for ledge and rock before heavy ornamental posts are set.

Wind matters more on a tall solid or screened fence, on large [gates](https://portillo-fences.com/gates/) and on an exposed ridge or open field. The residential code has each site's exposure category determined individually under §R301.2.1.4. A Putnam County project drawing applying the 2020 code lists a basic wind speed of 115 mph and exposure category C. That is an example from a drawing, not a [Brewster](https://portillo-fences.com/brewster-ny/) rule, so ask the Building Inspector whether your height, porosity, location and gate size need sealed structural drawings or a site-specific wind calculation.

## Finishes: galvanizing and powder coat

ASTM A123/A123M is the standard for zinc hot-dip galvanized coatings on fabricated steel, and A153/A153M covers hardware and small parts. The American Galvanizers Association states a minimum average coating thickness of 4.0 mils under A123 for structural steel pieces at least one-quarter inch thick. Its time-to-first-maintenance guidance depends on coating thickness and climate, and first maintenance is not the same as total service life.

Powder coating gives color and a hard finish, but damaged edges, welds, drilled holes and field cuts stay corrosion-control details. A duplex system, [galvanizing](https://portillo-fences.com/galvanizing/) followed by a compatible topcoat, adds zinc protection to the color and costs more than a basic single finish. The coating supplier should specify pretreatment, film thickness and exposure class. Our [custom fencing](https://portillo-fences.com/custom-fencing/) page covers the fabrication options.

Hot-dip galvanizing under ASTM A123/A123M is applied after fabrication, which is why welds and drill holes are covered.

## What custom ornamental fencing costs

## Published ornamental iron and steel fence prices, by source and scope

Price: $30 to $40 per linear foot

Detail: Wrought-iron material for a typical 4-foot fence; $25 to $35 for 3 feet, $40 to $55 for 6 feet; labor $10 to $20 per foot extra

![A finished black ornamental iron fence with a matching double gate between two fieldstone pillars](https://portillo-fences.com/images/blog/custom-fencing-brewster-ny/finished-iron-fence.jpg)

Custom work is priced by the design, steel sections, post spacing, gates, hardware, finish and footings, not by a catalog price per foot.

The Westchester page also lists [gate installation](https://portillo-fences.com/gate-installation/) at $1,500 to $3,500, finishing and coating at $600 to $1,500, extra gate hardware at $150, decorative toppers at $250 and custom ornamental accents at $800. Iron Wei Steel Corp. of Jamaica, New York, publishes a custom gate and fence lead time of 7 to 14 days, depending on complexity; that is a fabricator's number, not a Brewster installation schedule.

Stone piers add excavation, larger or reinforced footings, masonry or veneer, caps, drainage and flashing details, and coordination between masons and metalworkers. Request a separate pier allowance showing dimensions, stone or veneer, footing work, caps, reinforcement and masonry labor.

## Frequently Asked Questions

**Q: Does an ornamental fence need engineered drawings?** A: Not automatically because it is ornamental or tall. The Building Inspector decides when structural plans or a stamped drawing are needed, and the Village asks for a stamp on work over $10,000.

**Q: Is a Brewster iron fence reviewed for appearance?** A: In the Town, a residential fence in a residential district is exempt from ARB review. Commercial properties go through it. In the village, ask the Code Enforcement office about site-plan or landmark conditions on your parcel.

**Q: How long does custom steel take to make?** A: One New York fabricator publishes 7 to 14 days for custom gates and fencing, depending on complexity. Ask for the fabrication and installation schedule in writing.

**Q: Is powder coat alone enough?** A: Powder coat gives color and a hard finish, but edges, welds, drilled holes and field cuts remain corrosion points. Galvanizing under it adds zinc protection and costs more.

**Q: What does a stone pier add?** A: Excavation, larger or reinforced footings, masonry, caps and drainage details. Ask for it as its own allowance.

[Custom fencing](https://portillo-fences.com/custom-fencing/) in Brewster is mostly a permit file and a footing plan before it is a design. Once those are settled, the price comes from the drawing, the steel and the finish.
